Ebay India - Delay in delivery and refund

I ordered a Screen Guard for Rs. 449 from Ebay on 19th August'13 and paid the money upfront. My suffereing there after has been as follows :

At the time of placing the order the web page stated that the item was expected to be delivered by 22nd Aug'13. However on placing the order and making the payment, it stated that it would be shipped by 24th August, 2013.
The item has not been shipped till 26th August,'13. On asking the Customer Service for refund as the item has not shipped even after a week, was told that I will have to contact the Seller. No steps taken for expediting delivery and satisfy the customer. Not clear then what is the role and ownership of ebay India.
On connecting with the Seller he said that he has not yet received the money from ebay India and hence, he cannot effect the refund. I will have to conatct ebay only.
On again connecting with Ebay, was told that I will have to wait till 29th August, 2013 and before that refund cannot be done. There was no consideration that the delivery was already delayed and in such a case it does sounf fair to customer to even not take the refund request for another 3 days.

I am suffering for having chosen ebay based on false commitment given and thereafter no concern being shown for the customer.

Never buy any item through ebay.....most unreliable.
