Government of India - Bribes being taken in Bhubaneshwar for issuing death certificates.

The office at Bhubaneshwar that issues Death Certificates , makes a death Certificate only after 7 days. And that too only if the babus are paid a bribe of 500 to 700 bucks. Just read this on the Jaago Re forum. This is so crazy man!
Where is India heading, seriously? Corruption is spreading like a tumour!
Are recently widowed women seriously supposed to pay up for their Husband’s Death Certificates?
I’ve been trying to get in touch with someone to register a Complaint. Can anyone here help me out?
