IRCTC Indian Railways - Black Market of agents and poor performance of IRCTC website between 8-8.20 a.m.

Everytime try to book my tickets online in the morning between 8 a.m to 8:20 a.m the website never works. Till the time website becomes active, all the tickets are already booked. Hence it is very difficult to book tickets nomally or using Tatkal service. But all the tickets are avaliable through agents at premium price ranging from 50% to 200% above cost price. Sometimes even after booking via agents duplication of tickets is happening. Kindly improve the performance of the website so as to take the load of Indian population and curb down the agent doing black marketing of tickets activities.

Dear Customer,

Thanks for taking interest in online Reservation System. The working hours for booking through Internet System are from 5-00AM to 11-30PM. But the opening day booking and Tatkal booking starts at 8-00AM. This is programmed activity and no manual intervention is possible for blocking Tatkal booking. There is heavy rush for opening day booking and Tatkal booking on thousands of face to face counters, & Internet Users so queues are built in Railway's Computer System and some users are facing trouble between 8-00 AM to 8-15AM due to heavy rush. Soliciting your patronage. Please note that any person can book tatkal ticket through IRCTC it is not restricted to individual users.
