I was a had applied for an Airtel broadband connection in Cambridge Layout, Bangalore, in July 2012. An agent came home, took documents, had me fill application forms and assured that an engineer would visit me soon to lay cables and connect the modem. I also paid him Rs. 1399 towards the first month for Turbo 30GB 4Mbps plan. (I have the receipt)
After a week, an Airtel manager visited me to say that Airtel had faulty cables in the area and they cannot provide me a connection. They assured they would return the money through a cheque via post after processing. I did not hear from anyone for more than a month after that.
On September 9, 2012, I registered a complaint (Number: 21617570) via phone with the customer care. I was told someone will call me and my "complaint will be resolved by October 4, 2012". No one has called me since then. Today, for the fourth time, I called customer care, and gave them the complaint number. They tell me they called me and my phone was switched off-- which I have not done for the past month. If anything, my phone might have been on silent, but then, I would have seen a missed call.
Why should Airtel keep a payment for a service they never provided? And why should they take 3 months to process anything, especially counting on the rejected customer to call them repeatedly to remind them of the complaint? Moreover, they lie that calls were made when they were not. I would like my Rs. 1399, ideally with interest for the delay. But since I know the latter is impossible to get out of them, I want my Rs. 1399 back asap.

Finally, I had an airtel customer service person explain things to me. Airtel rejected my request for refund saying I had a connection, when I did not! They used my enrollment number for someone else and they say I have a connection.
The Airtel person on phone gave me my correct RBLR CEF no: 522169.
