4 wheelers - 4 Wheelers stopping in Middle of the Road and creating Traffic Jam

I am travelling daily from Habsiguda to Panjagutta and everyone has to face lot of problem as the Autos & other vehicles will be conquering area of the roads and they do not move fast which makes the traffic looks dense. Even at the Bus stop the autos will be standing in middle and Bus has to acquire remaining space which is also creating Jam on road.
Complainant's Goal: To charge fine on the vehicles creating Traffic jam and teach them traffic rules
Complainant's Target: 4 wheelers
