Indian Railways - Southern Railway- Waiting list passangers in Tamilnadu-south bound trains

I was travelling regularly in Podigai Express (Chennai Egmore to Senkottai). I am shocked to see in past few months that there are few people sleep near to toilet (new wash basin) regularly after the train crosses Madurai railway station. I thought that they have come voluntarily and taking the risk of sleeping.
Yesterday, i was travelling in S9 coach, where i found same most shocking facts that questions the credibility of railway police and TT person. It almost create an unsafe travel overall. Here are the sequence of events happened.

1. Around 11-11:30 i saw lady and some people were started to place paper in the floor between 2 lower berth. Her husband was sitting near to me, where i was sleeping in side lower.
2. I just enquired them asking why are you entering into the reserved compartment. Meanwhile, i saw a railway police man was walking inside the coach. I reported him that they are not reserved for this compartment. I expected him to enquire them and send them out. But it was not happened. He questioned them. That passenger said TT has asked us to take travel here. Police just said that passenger do not sit on my berth and walked away.
3. I was much more worried of my luggage and fortunately i though of complining it to some railway safety helpline. While browsing in my mobile for a compliant number, i saw a TT was walking and a boy was following him.
4. The TT has located a place (floor) near to wash basin - left side door to access platform and he went. That boy was started to put a bed and slept.
5. I got Southern railways vigilance number and called them. There were 3 numbers present in the website, 1 of them was switch off. Another one was working for few rings and then switches off. 3rd one was ringing and he attended the call.
6. I communicated the same to the vigilance person and he said that he will look the issue. By the time we reached Tiruchy railway station.
7. No one from Railway side attended the compliant. It was very disappointing to me because Indian Railway itself plays lots of warning/alerting short advertisement in TV and in Platforms about various safety means they are implementing.
8. I was not sleeping and sitting in my berth; by the way another set of railway police constables started to escort inside the coach; one of them was enquiring me why i sitting. I said him that i was sitting without sleep to take care of luggage because of the unreserved/waiting list passengers are fully crowded the coach. He just listened and walked way!

This is not a day incident where the crowd is more and police/TT has no control on them. It always happens. I regularly see people sleeping near the platform access doors and dinking near door. Almost Railway police and TT had a very good join hand and executing illegal business inside the Railways.
