Indian Railways - Refusal of reimbursement of money by rail ticket booking office dharamshala HP

I booked 4 seats on ticket no. 12797260 PNR no. 211-4288220 in II 2S and one seat on Ticket no. 12797262PNR no. 241-4826916 in II 2S in train no. 12059 for the journey on dated 26.12.2010 from Kota Jn. to H.Nezamuddin. But the train was cancelled due to Gujjar Andilan.

But now the booking office at Dharamshala Distt. Kangra ( Himachal Pradesh) is saying that the refund can not be made as the PNR status for these tickets has not updated so for.

It is about one month to go and I have enqueried many times by tripping the booking office which haslost my time .
