Railway Station mugalsaria - REFUND on NON FUNCTIONING OF AC IN 3RD TIER

I boarded on train no 15648 on 13/6/12 from bhagalpur .i was in 3rd AC but AC plant was hardly working after an hour we start prespire then i went to make complain to techician AC also informed to TTC about it. but no one pay any heed to my request. then again we went to make complain with few people then he said we have informed about this GGY DE.but nothing was done till that time.
at mugalsaria electrical staff came and find nothing can be done now.they can don some alternative but no action was taken. we detained the train for half an hour . this all goes vain. nobody came forward from railways to solve the problem.
further we made refund memo thru TTC where it was mentioned that AC unit was not funtioning and this was lodged in system also which we have confirmed lateron .but somehow when we gone to take refund on window the counter staff said no refund order is there. the memo has been cancalled.
This is height of cheating ,defrauding with passengers from railways. if we wont get refund we would proceed to consumer court or applleat court to fight against railways malpractices and cheating.
