Indian Railways - poor service in Indian Railway 3AC

on 20.09.10, Coach no B2 (3AC) of Train No 4060 was full of cockroachs and very dirty. I informed to Ticket Collector & attendaent but no positive response. there was no complaint book available in the coach. i registered teh complaint at Jodhpur stn vide complaint receipt no 21455 but no feedback yet. i had small kid with me and had to awake full night to take care of him.
what's teh use of paying extra money for AC coach if we have to get facilities like that? it's a great quetsion mark on the big claims of Indian Railway of providing best service & response to travellers?????
