BSNL Limited - Not able to make calls from reliance mobile to BSNL land line in Bina

I AM HAVING RELIANCE MOBILE . I AM NOT ABLE TO CALL MY MOTHER IN LAW , WHO IS HAVING BSNL LAND LINE ( 07580-222446) FROM MY RELIANCE GSM MOBILE 8690568531 & 8690568498 FROM RAJKOT .
THERE IS NO PROBLEM IN CONNECTING TO THE BSNL LAND LINE PHONES IN OTHER CITIES LIKE GWALIOR , BHOPAL , INDORE .JABALPUR Etc .
but problem in Bina .
