indian railways - Non refund of fare from irctc for non running train.

I booked ticket from irctc.co.in.from my ID for train no. 1D from new jalpaiguri to darjeeling on 22 AUG 10 for 3 peraons including me. The ticket bearing the PNR No. 6345821672 for 23 Aug10. The ticket was booked while the train was not running for last 2months and was cancelled. When we reached Nwe jalpaiguri railway station on 23 Aug, we were told that train is not running since jun10 and we have been fooled by irctc. I tried cancelling the ticket from my irctc ID but it said that the chart has been prepared so the ticket cant be cancelled. I fealt cheated by irctc as till date i have not received my money back. As irctc is a well knpwn reputed site which is authorised by govt of india, i feel ashamed of telling people about what is faces by me as it hpers the reputation of our govt.
