BSNL Limited - Non fulfillment of agreement

I am a land line telephone subscriber ob BSNL, Vadodara for the last 20 years. During Jan/Feb I came to know that BSNL has launched a scheme (PLAN 2160 AU) where in if subscriber deposits a lumpsum amount they will not be charged rental for the telephone and existing telephone will be replaced by a CLIP telephone. On Feb 18, 2011, I have deposited Rs 2382 for switching from India One Plan to 2160 AU Plan. BSNL told that the CLIP telephone is out of stock and will be supplied shortly. After that I have contected them many time but every time was the same reply that "ABHI NAHI AAYA HAI". Recently on May 26th, 2011, when I visited BSNL office they siply said the schem has been discontinued and CLIP telephone will not be provided. I understand it is a breach of agreement. I had joined the scheme only because they were giving CLIP telephone.
