Indial Railways - Manipulation in Railway reservations

Dear Sir,
I applied for reservation of 6 berths in 3rd AC in Train No. 12415 from Indore to H. Nizamuddin for journey date 24/10/2014 on 25/08/2014 at 9.37 AM with request to allot 3 lower berth for 2 senior citizens and a 6 year old child at Railway reservation window. I was surprised to see that only one side lower berth one middle berth and all 4 upper berths were reserved in spite of protest. My PNR no. is 832 7323180.
Does it mean all lower berths were booked within one and half hour of opening on very first day. Why lower berths were not reserved for a old man of 67 years age. Agents are still active on railway reservation counters.I request authorities to check sequence in which berths have been reserved. When I applied for six berths by one application form then why berth no 31,32,43,45,46 & 48 were allotted and not continuous from 31 to 36.
Why railways is not serious in providing support to senior citizens.
