GOVT ORG - IS IT POSSIBLE TO MAKE DEAD PHONE INTO ACTIVE PHONE

sir, I bought a new NOKIA C5 handset, later it is not functioning properly so I tried to upload a new software through net after finishing the new software installation suggestion box guided me to remove the USB cable, I did so then after I switched on my hand set but it is switching on. Then I submitted it nearest Nokia Care he said it can't ready this handset so what can I do? please help me...........
