Indian Railways - I have not got my full refund from IRCTC / Indian Railways

I have booked ticket by Garib Rath from Jaipur to Mumba on

However due to JAT AGITATION the train from Jaipur was cancelled for the day.

I had filed TDR for the full amount to be refunded. However, there was delay of more than 90 days to refund the money even though the train was cancelled by RAILWAYS.

Over and above that the refund was only of 50% amount. On regular enquiring over email IRCTC replies that the matter has been taken up with Chief Commercial Manager Railways and are awaiting reply from them.

On enquiring with IRCTC the email of customer redressal authority in Railways the same also is not being provided by them.

Also, two years back I havd booked the ticket from Guhawati to Darjeeling. But I was not able to travel because of persaonal reasons. I have filed the TDR that time also. However refund was not permitted by CCM siting that I have travelled on the date and that too was informed after more than 3 months on regular followup. As the amount was small I did not take up the matter further with railways.

But the mistake is repeated again and needs rectification and compensation from RAILWAYS / IRCTC
