the flat /apartment that i have booked with the bulider nirmal lifestyles in mulund on 26th april 2009 has completed only 10 slabs till now july 2012.completion of project was promised on april 2013 +/- 6 months ,but even this date looks impossible ,i would thus like the builder to compensate me from april 2013 by paying all interests on my loan from hdfc bank .also pay me a penalty for the mental torture for the last 3 years .
Complainant's Goal: compensation and penalty in full or delivery of project in april 2013.

Well My friend in such situation I would recommend you to regularly engage and communicate with the company in question. Written communication is the best way of communicating.
In a huge establishment companies encounter many issues of clearances from the govt which adds to the delay.
Some issues get sorted out but some don't like in your case but it would be unfair to demonize with out proper justification.
