Employee - Complaint against tamilnadu police behavior

Sir,

I was driving to my home while talking on mobile at the speed of 20km/hr...suddenly a police person hit me very hard at the back.
He stopped me and beat me continuously...when i asked him that what is my mistake...he took me to the police station adambakkam (chennai) and he again started beating me again there...then he told me i am not supposed to talk on the phone while driving...

My question is Does the Police personal have the rights to beat people unnecessary...There are so many criminals around but these police personal donot take action against any of them..but they create problems with the innocent people...If my mistake is Talking on the phone while driving but i did not hit anyone and that police personnel would have instructed me to keep the phone down while driving but instead he beat me very hard like a mudered somebody or like i was involved in a serious crime...

Does the government has given rights to police for beating innocent people ??
