HR - BMC officials asking for bribe

I have recently started a small business and have taken a shop on rent. I applied for the Shop and Establishment Certificate and had two people from the BMC come to inspect my premises. They asked for Rs. 2000/- after completing the inspection and said that I will get the certificate only after I pay this amount. Please advise.

Complainant's Goal: I want the Shop & Establishment certificate without paying any bribe to the BMC
